With Internet crime statistics growing daily, the Federal Government finds themselves in a position where they do not have the manpower and resources to investigate all crimes that occur on the Internet, and in many instances, will only take on cases that meet specific guidelines. The USICT was formed to address this issue, and to assist the government by disseminating the enforcement to local, state, and other federal agencies.

It is the mission of the Federal Bureau of Investigation's (FBI) Crimes Against Children (CAC) Program to provide a quick and effective response to all incidences of crimes against children. Making this a priority increases the number of victimized children safely recovered and reduces the level of crime in which children are targets.
